Task #1: Write a function that takes row and column parameters passed in to it and returns the value of that particular cell in the "Board" list.
Task #2: Write a function that takes the name of the list: (in this case "Board") and returns the number of neighbors for EACH cell in the grid.
- You'll need to use the function you wrote for Task #1
- You'll need to develop and use 'rules' to account for the edges of the board (see Mr Liebling Help document HERE)
